Technical Assistance to Education Department

The program provides technical assistance in financial, procurement and administrative management, engineering oversight, design, and education administration. 

Construction management:
Sindh Basic Education Program (SBEP) through its construction contract with Halcrow has provided the engineering design. It is working in collaboration with Government of Sindh and PMIU does construction supervision to provide quality control on the building of schools. 

Education Reforms & Administration:
Sindh Basic Education Program is also supporting the Department of Education with the education reforms. Below are some of the key areas of reforms where PMIU provides technical assistance: 

  • Establishing Teacher Licensing and Certification
  • Strengthening the Education Management Information System including GIS
  • Strengthening education budgeting systems at the provincial and district level
  • Developing District Education Plans
  • Coordination and synchronization reform implementation
  • Strengthening school management and administration
  • Capacity building of PMIU

Public Private Partnerships:
The Education & Literacy Department, Government of Sindh intends to improve the quality of education in selected schools by outsourcing the management of public sector schools to reputable educational organizations. USAID in collaboration with the Education & Literacy Department, Government of Sindh aims to re-construct up to 106 schools and improve the quality of education and community involvement in additional 280 neighboring schools under the Sindh Basic Education Program. As part of this program, USAID is supporting the Government of Sindh in conducting a feasibility study to explore possible PPP opportunitiesfor SBEP schools. 

An Education Management Organization (EMO) System has been launched under the project, which is providing technical assistance to Education & Literacy Department, Government of Sindh for constructing legal frameworks for EMOs.
